About the Job
CONSTELLATION is looking for an experienced Radio Frequency Spectrum Manager to join the team in either our Toulouse or Ile-de France office.
As Radio Frequency Spectrum Manager, you will drive all the regulatory activities necessary to ensure that we can successfully operate our satellite system around the world, in full coordination with our customers and other spectrum users. In this role you will be responsible for one of the key strategic pillars of our company success.
Your key responsibilities and tasks:
- Establishing and delivering the company spectrum strategy. This includes Identifying spectrum needs, risks and opportunities, establishing strategic partnerships with terrestrial operators, preparing and participating in national and international forums to ensure our interests are protected, and ensuring our frequency filings are submitted correctly in a timely manner.
- Researching and understanding the regulatory requirements related to the operation of our system. Keeping up to date with regulatory evolutions.
- Leading negotiations with other satellite operators, and any other frequency users with whom we need to coordinate.
- Overseeing negotiations with foreign national regulatory authorities and telecom operators to support the acquisition of the required licenses and authorizations for international market access.
- Coordinating and maintaining our ITU frequency filings
- Performing interference and compatibility analyses to assess the compatibility between our system and others, and our compliance to regulations.
- Supporting the satellite operations team to ensure that the constellation is operated in compliance with frequency coordination and regulatory requirements.
- As the company grows this role may evolve to include the recruitment and management of a team to deliver on the company spectrum objectives.
Skills and experience
- Minimum master’s level qualification in Telecommunications, Engineering or a related discipline
- Minimum 10 years of experience with SATCOM frequency management, planning, engineering, or regulation.
- Knowledge of satellite constellation mission planning and operations is a plus.
- Excellent written and oral communication skills in French and English.
